Persons who have attended institutes previously: Click the link below and put in your Login ID # that was previously issued to you for the other institute(s) in the User block and your Password in the Password block (note: when you created your account before, you may have established your own password, or it defaulted to your last name). For all institutes, 12 full seat hours are required for institute credit - attendance both full days is required - no partial attendance is accepted. For CEU credit participants are required to attend 95% of the training institute and fill out an end of course evaluation.
What is the Special Education Leaders Institute?
The Special Education Leaders Institute (SELI) is a series of institutes developed to promote awareness and increase the availability of professional educators who understand the challenges associated with transitioning mobile military-connected students with special needs.
Each SELI is two days in length. The Institute is usually held in conjunction with the MCEC national conference or at the request of an organization. The Institutes are conducted in cooperation with the school and military communities. The purpose of the SELI is to support the military-connected student with special needs through understanding, accommodation, processes/procedures and protocols, networking, technologies, and communication.
Who should attend the SELI?
Special Educators from the Military Child Education Coalition member districts are invited to attend Phase I training.
Rationale: Facts about Military Children with Special Needs
- Of the approximately 2 million military students, approximately 13% are special needs students, compared with 11.5% of all U.S. students. The special education rates in states currently varies from 9% to 16%.
- The following states have enrolled the most military children. Their rates of children served under IDEA, Part B (Individuals with Disabilities Education Act), as of 2002, are also listed:

Continuing Education/Graduate Credit
Continuing Education: The MCEC has been approved as an Authorized Provider by the International Association for Continuing Education Training (IACET), 8405 Greensboro Drive, Suite 800, McLean, VA 22102. Several states have also given their approval. Furthermore, the MCEC is a National Board of Certified Counselors (NBCC) Approved Continuing Education Provider (ACEP) and may offer NBCC approved clock hours for events that meet NBCC requirements. The MCEC solely is responsible for all aspects of the program. To receive the MCEC CEUs, participants will be required to complete the CEU Application during the Institute. CEU credits of 1.2 will be awarded for the successful completion of each institute for the cost of $25.00 payable by check only to the Military Child Education Coalition (no cash or credit cards accepted). Twelve (12) full seat hours required for institute credit, attendance is required for both full days, and no partial attendance will be accepted. For CEU credit, participants are required to attend 95% of the training institute and fill out an end of course evaluation.
Graduate Credit: Upon successful completion of the institute, you have an option to receive one graduate credit hour underwritten by a branch of Texas A&M. The University fee is $175.
