Purpose

The Military Child Education Coalition (MCEC) The MCEC is seeking committed, qualified individuals who are passionate about serving our nation by helping military children. Selected individuals will work for MCEC  (under a personal services contract) as a professional development cadre member. These program teams will organize and conduct research and proven practice-based workshops for military parents. The mission intent is to enhance skills, strategies, and preparation awareness for school transition challenges and long-term school success. The focus of the Parent to Parent program is to share strategies and provide resources for the parent/guardian as the child’s best, positive, and prepared advocate throughout the child’s school experiences especially during the amplified challenges associated with school transitions.

About the Parent to Parent Community-Based Cadres

The Parent to Parent teams will be comprised of selected individuals committed to the mission of serving and training military parents. The team members of the Parent to Parent cadres will be community-based and will be expected to organize and coordinate efforts. The MCEC criteria for the make-up of the team will consider such factors as representation of the community as well as experience. The applicants should be prepared to receive training in MCEC’s curriculum and standards and follow MCEC’s guidance for conducting parent workshops. The MCEC’s professional development preparation of the Parent to Parent cadres, in addition to the content, will also include planning, marketing the opportunities to parents, and conducting workshops within their local communities. Each community-based Parent to Parent cadre will be expected to organize and coordinate their efforts effectively. The MCEC supervisory and technical support processes will provide the structure for individual accountability and team responsibilities with performance expectations.

The Parent to Parent cadres will be comprised of military spouses, military retirees, and civilian members who have experience in the “helping professions” (e.g. educators, health professionals, social workers, military family program volunteers, family childcare providers, family readiness group leaders, professional developers, etc.). Applicants should have knowledge of the military and an understanding of the unique challenges for families associated with moving and changing schools as well as the added stress of separations from a parent because of the military mission. The MCEC

is also seeking applicants with interest in the amplified transition challenges for children with special needs. Parent to Parent cadre members will be expected to be knowledgeable and well-versed in how to access and use their local military, school, and community resources. On Army garrisons, teams will work and collaborate with Child and Youth Services School Liaison Officer.

Each applicant’s information will be reviewed, screened individuals will be interviewed, and reference and criminal background checks will be completed. Contract finalization will be contingent upon the results of background checks. Approved individuals will be expected to attend and participate in an initial mandatory four days of off-site training. The MCEC will cover the costs of travel, rooms, and most meals associated with the training. An additional stipend of $500.00 will be provided for training and incidental expenses not covered. To ensure commitment to the program, each individual will be asked to sign a letter of intent prior to confirmation of the finalized itinerary for the training and related travel.  

About the Personal Services Contract (PSC) and Compensation

The initial personal services contract will be from the date of training completion to the third week of May. The contract will specify expectations for the delivery of parent training. The local teams will schedule parent training events and venues. The compensation for the initial PSC will be up to $700.00 per month plus $500.00 for training. The MCEC will reimburse the contracted individuals for required and approved job-related costs. The MCEC will also provide the training materials and resources for each Parent to Parent cadre member as well as the team. The PSC is a project/performance contract that has flexible time assumptions with an anticipation of 40 to 60 hours per month (exclusive of the MCEC Training). Individuals are not employees of MCEC and do not receive any benefits or compensation related to full or part–time employment. The contract will specify performance expectations and standards, and there will be reporting, monitoring, and on-site visits to determine if standards have been met. The Parent to Parent compensation and follow-on contract opportunities will be tied to the achievement of expectations and program standards. In the unlikely event a person fails to meet the expectations and performance standards he/she will receive remediation, retraining or contract termination based on the sole discretion of the MCEC .
